One less sick day? for prospective Queen Liliuokalani Day

I urge public and other private sector (esp. union) employees to donate their sick day for (prospective) Queen Liliuokalani holiday in September, in case and if we may have some issues implementing it due to budgets (or too many holidays).
If implemented, there will be our first 4 day holidays on labor day weekend.
If so, certain sectors or departments may need to have a rolling 4 day weekend.
I hope this holiday gets thru, (although I have one more holiday, Eddie Aikau Day, in mind).
