If we plan and can utilize more, better, and frequent maritime transportation, we can possibly implement e.g. allowing gambling on the inter-isand ships (offshore? gambling), to help fund or offset their costs, esp. if they may need to spend more money on e.g. large ships, frequent schedules, etc, at the beginning, (when it is not cost effective).
This is just an option, we can think of.
